COURSE CODE: POS 405; COMPARATIVE PUBLIC ADMINISTRATION  

1. Scholars believe that comparison is an inherent part of any social analysis and whenever we examine any social problem or issue, we cannot do so without employing the conceptual analysis.  Critically conceptualize Comparative Public Administration within empirical context of different scholars.

2. Muriullah (2012) tenaciously argues that those who study Comparative Public Administration will inevitably find reason to adopt Fred W. Riggs' " Fused-Prismatic-Diffracted Model".  From the perspectives of heterogeneity, overlapping, formalism, and social transformation, critically discuss the Prismatic Model in relation to the tremendous influence it has exerted on the understanding of public administration of the developing countries.

3. Mutiullah (2014) opines that the Politics- Administration dichotomy has had a strange history in Comparative Public Administration as it expands and contracts, rises and falls, but never go away. Based on empirical analysis from Nigeria, critically examine interaction between politics and administration, separation of policy and administration and complementarity of politics and administration.

4. Explain the contributions of each of the following scholars to the Comparative Public Administration Theory;

A. Frederick W. Taylor 
B. Max Weber
C. Elton Mayol

5.  Today corruption is institutionalized in Africa and currently the continent faces enormous challenges in its administrative efforts to achieve sustainable development. However, ethics is gaining prominence in the discourse about Comparative Public Administration.  In your own perspective, what are the control measures to put in place to ensure professional ethics, accountability and transparency in different administrative systems of various African counties.

6. The world today is a "global village" given the unprecedented level of inter-connectedness of political, economic, social and technological forces that permeate contemporary international system. Globalization has been challenging the theory and practice of Public Administration at an unprecedented level.  Critically explain the challenges that the current globalization poses for third world administration, draw your example from Nigeria and any other country of your choice.
