PUBLIC RELATIONS AND INDUSTRIAL HARMONY (A CASE STUDY OF FEDERAL MINISTRY OF EDUCATION, ABUJA)

INTRODUCTION

1.1    Background to the Study

The requirement for organizations to make a deliberate and ongoing effort to build and maintain a positive relationship with their varied publics has made public relations a necessity. The importance of public relations in an organization cannot be overstated. Public relations is a crucial aspect of management on which both for-profit and non-profit organizations rely directly or indirectly for their survival (Uduji, 2013). Every organization's corporate existence and operations are impacted by public relations. Communication, information, internal/external goodwill or reputation, and various partnerships are all aspects of public relations that every organization requires to stay afloat. In today's societies, public relations holds the key to mutual understanding between the government and its citizens, as well as other organizations and the worldwide community (Tesfaye, 2018).  Despite all of the foregoing, public relations remains one of the most misunderstood aspects of modern management in many nations. Various public relations practitioners have not had enough exposure to the proper public relations education or body of knowledge to qualify as true professionals, and some people outside the profession have very narrow derogatory and incorrect perceptions of what this management discipline does or is all about (Idakwo, 2012). Corporate bribery are sometimes referred to as PR, and public relations professionals or executives are viewed as nothing more than press or publicity agents, messenger boys, party planners, and cover-up gimmicks for paid specialists.

It is important to understand that public relations efforts are carried out to support the survival goals of any business or non-profit organization. Management should make an effort to comprehend the mechanics of the complementary tool—public relations (Mukoro, 2013). Because of the magnitude of their operations and the associated complicated difficulties, most corporations have found it profitable to engage in public relations related activities, according to Alhadid & Qaddomi (2016). For survival, these businesses rely on one another as well as their clients. When an organization or ministry, such as the Federal Ministry of Education, fails to satisfy its educational obligations for one reason or another, a dispute may arise between the ministry and its external environment—the people it serves. In this instance, public relations may be able to help resolve the conflict.

According to Okpoko (2013), a public relations-aware organization will quickly convey the reasons for its inability to meet its contractual responsibilities. It will go much further to reassure the public.  Public relations is “the conscious planned and continuous endeavor to build and maintain mutual understanding between an organization and its public” based on the previous introduction (Akuh, 2014, p.12). Every industry/organization has a responsibility to maintain a positive relationship with their employees and their external environment, i.e. the general public. In terms of employee relations, it entails a harmonious co-existence between employees and management. In terms of the external environment, i.e. the general public, it is accomplished by providing the public with the information they require about the industry/organization, as well as making their policies and programs clear. 

“Public relations is a purposeful, organized, and persistent endeavor to develop and maintain understanding between an institution and its public,” according to Ladan (2012).

1.2    Statement of the Problem

Public relations is a fundamental function of modern government, and it aids in the improvement of any organization's programs and services. The main role of public relations in organizations, whether governmental or non-governmental, commercial or non-commercial, is to solve problems.  According to research (Olalere, 2010; Olarewaju & George, 2014), organizations have become increasingly aware of the necessity of understanding what is going on in their surroundings, particularly among sponsors and communities. In his research, Akuh (2014) discovered that firms' incapacity to project a positive image through public relations has harmed their performance. Low patronage, on the other hand, is one of the issues related with bad public relations in companies, according to Alhadid and Qaddomi (2016). According to the authors, a negative corporate image is the outcome of inefficient public relations, which can reduce a company's competitive advantage and market share (Alhadid and Qaddomi, 2016).

The importance of public relations in the context of the Federal Ministry of Education as a government institution that supervises the educational sector cannot be overstated. For example, when there are frequent strikes, as we recently saw in the education sector, good public relations can help to attenuate and reduce these strikes, and it is against this backdrop that this study looks into Public Relations and Industrial Harmony.
