INTRODUCTION

Human Resources Management or Personnel Management has been in existence for a long time.  It is all about human beings in organization.  the earliest contributors to our understanding of management theory included practicing managers as well as social scientists.  More recent theorists have tended to be academics or management consultants.

The practicing managers tended to reflect upon and theorize about, their personal experiences of management with the objective of producing a set of rational principle of management which could be applied universally in order to achieve organizational efficiency.  The resultant theories of management were concerned primarily with the structuring of work and organizations, rather than, with human motivation or organization culture.


Management talks of the totality while personnel administration emphasizes more on human resources.

Policies are guidelines that are followed by management towards decision making.  Human Resource Policies like any other corporate policies are not just the preserve of a particular group of managers.  Such policies have to be agreed by the top management team as a whole and approved by the Board.

As a Human Resource Manager, key areas of human resource policies formulation and implementation in organization are as follows:

i.                  Recruitment and selection
ii.               Pay and benefits (Pensions etc)
iii.            Relations with trade unions or staff association
iv.             Career Development
v.                Training

Other examples of personnel policies are as follows:

i.                  Every job vacancy will be advertised within the organization before any external advertising takes place.
ii.               The company will encourage to pursue training and education opportunities, where this might qualify them for promotion or career development moves within the organization
iii.            The organization will always negotiate in good faith with the representatives of recognized independent trade unions
iv.             The company will always endeavour to obey the spirit as well as the laws relating to employment; it will actively discourage activities which might cause a breach of the law.
